PURPOSE The purpose of the IUP Virtual Environment Coordination Committee (VECC) is to recommend technologies, rules and guidelines through ACPAC regarding development and conduct in multiple-user, on-line 3-D spaces affiliated with IUP. This framework will foster a safe, flexible and effective venue for teaching, learning, and other professional work by faculty, staff, and students. II. CHARTER The IUP Virtual Environment Coordination Committee (VECC) is a subcommittee of the Academic Computing Policy and Advisory Committee (ACPAC). III. MEMBERSHIP Membership is open. However, there will be a limited number of voting seats. The voting seats of the committee will consist of: Director (or designee) of the Applied Media Simulations and Games Center, ex-officio. A co-chair of ACPAC, ex-officio. An ACPAC faculty member, appointed by ACPAC not currently serving as co-chair of ACPAC. Up to three (3) undergraduate student voting seats filled by volunteers from the undergraduate student body, but representing at least two (2) colleges. Up to three (3) graduate student voting seats filled by volunteers from the graduate student body, but representing at least two (2) colleges. Each college will have a maximum of two faculty seats with voting rights. One (1) voting seat for the School of Graduate Studies and Research. One (1) voting seat for the Robert E. Cook Honors College. One (1) voting seat for the Research Institute. Three (3) open administrator/staff voting seats filled by staff or administrator volunteers, but representing at least two (2) colleges. Individual membership may be revoked by a 2/3 vote of the current members of the committee. IV. Officers Chair: The chair calls meetings, sets the agenda, and conducts the meetings. If the chair is unable to attend a meeting, the chair will name a designee to chair the meeting It is the chairs responsibility to make sure that ACPAC receives copies of all agendas and minutes on a regular basis. Secretary: The secretary is responsible for preparing and distributing the agenda and minutes. Officers may be removed from office by a 2/3 vote of the current membership. V. Meetings and Actions Quorum is defined as those who attend the meeting. Roberts Rules of Order will be the governing procedures for this committee except where specified within the Bylaws of the committee. Meetings will be called by the chair with a minimum of one meeting per month. If no business is before the committee two days before the meeting, the chair has the right to cancel that meeting. Any member of the IUP community may request an item to be placed on the agenda. Elections Elections will be held during the first meeting of the academic year. Nominations for chair and secretary will be taken by the Co-chair of ACPAC who is serving on the committee. If the co-chair cannot attend the first meeting, he or she may appoint any willing member of the committee to act in his or her place. The officers will be elected by popular vote of the Virtual Environment Coordination Committee. VII. Adoption and Amendments to the Bylaws Adoption and Amendments to these Bylaws requires a 2/3 majority vote of the current membership. VIII. Process & procedures The committee is charged with communicating policies and procedures related to 3-dimensional, virtual environments affiliated with IUP. The committee is charged with approving affiliation(s) between IUP sims and/or parcels and other sims and/or parcels within a 3-dimensional, virtual environment. The committee is charged with oversight of rules of conduct for all sims and parcels affiliated with IUP. The committee has the authority to ban people who are disruptive and/or violate the rules of conduct for any sims and parcels affiliated with IUP. The committee has the authority to revoke IUP affiliation from any IUP sim or parcel. The committee has the authority to assign and unassign parcels on the following island(s): Crimson Island in Second Life. Appeals A person who is banned from any IUP affiliated sim or parcel may appeal to the committee to reverse the ban. A ban may be reversed by a simple majority of the committee. A member or group within the IUP community who has been denied affiliation or allocation of sims and/or parcels on Crimson Island in Second Life, by the Virtual Environment Coordination Committee, may appeal the decision to ACPAC. Appendix Definitions Affiliation is defined as a declared relationship by mutual agreement between a sim or parcel and IUP sims and/or parcels. A prim is defined as any discreet object within a 3-dimensional, virtual world. A parcel is defined as any space, measured on x, y, and z axes, within a sim in a 3-dimensional, virtual world. A sim, short for simulator, is defined as the largest division of space within a virtual world. An example would be an island within Second Life. Allocation refers to the distributing and rescinding of resources such as prims, parcels, and sims within all 3-dimensional, virtual environments affiliated with IUP.     Approved 11-9-09.
